Wash the rice well. Transfer it to a 2 lt pressure cooker. (You can also cook in an open pan). Add the milk, close the lid, keep it on high flame, put on the weight and cook up to 5 whistles. Let it cool completely
Meanwhile grate the jaggery. Add water, heat it in medium flame for 2 minutes till the jaggery dissolves completely. Filter it to remove any residue dust and keep aside.
Now open the cooker, mash well, add the solution of jaggery and water to this, mix well and cook on medium flame.
Add cardamom powder and continue to cook till the water evaporates and everything comes together.
Heat the ghee in a small pan, add the cashew, once it starts to brown, add the raisins fry for 1 minutes in low flame. Switch off the fire.
